Valcour Cloud Public Safety™ provides robust, CJIS compliant CAD/RMS functionality for sworn agencies. It tracks all incidents and related documents from the initial call to the final resolution of the case.  Valcour Modules allow agencies to customize their system to meet their operating needs and their budget.

Safety and Security

Valcour Cloud Safety and Security™ is designed for non-sworn agencies. In addition to basic CAD/RMS functionality, it provides self-dispatch, silent dispatch and shared dispatch to support different patrol types. Provides online citizen/employee reporting to help manage issues and prioritize calls for service. 

Campus Safety

Valcour Cloud Campus™ is available for both sworn and non-sworn Campus Safety agencies. In addition to CAD/RMS functionality, Valcour Campus™ supports the specialized reporting needs of Educational organizations such as the Clery data collection and reporting and flags data for Student Conduct Incident Reports.

In 2011, Valcour was the first 100% Cloud CAD/RMS solution deployed in the United States. In 2022, Valcour was the first in the nation to deploy a complete state-wide Cloud Public Safety deployment.

    Valcour Cloud Public Safety™ is highly scalable and secure. Our primary host site is located at NLETS.org. Additionally, we have mirror sites located in different states. Both single-agency deployments and multiple-agency deployments are supported. Valcour agencies can easily be converted from an individual, single-agency deployment to a multiple-agency deployment within days, and at no additional cost. This flexible deployment capability is made possible by our data-centric design and our cloud architecture -- no agency hardware or centralized or top-down administration needed.

    Valcour Cloud Public Safety™ is 100% Mobile and supports both on-line and off-line operation on tablets, MDCs and desktops, so go ahead and use whatever devices you have - all that is needed is a current browser,

    ​We are extremely customer focused, we hold a live community forum monthly to discuss and create solutions for municipal, county, state and federal level issues.

    • Resource sharing allows agencies of all sizes to create partnerships to enable temporary sharing of officers, dispatchers and other resources as needed. This is helping cover both staffing shortages and major emergencies (see our Case Study below). 
    • Advanced Mobile design automatically switches between online and offline to provide continuous access in when cellular signal is dropped. 
    • Reporting requirements are challenging especially for smaller agencies. In addition to our mandated reporting (e.g, NIBRS and Clery), we have developed the Report Builder to enable agencies to develop their own custom reports, Scheduled Reports that can  be automatically generated and automatically distributed via email, Public Portals that manage the reports made by the public as well as transparency reports to the public.

      Features and Functionalty

    Valcour Core is the base CAD/RMS product, providing agencies the ability to dispatch, customize workflows, import violations, forms, mutual aid partnerships, and more. Valcour Modules provide additional functionality on an as needed basis. Together these allow our agencies to create a solution that works for them. 

    Computer Aided Dispatch (CAD)

    Valcour Cloud Public Safety™ provides a fully functional, tightly integrated CAD interface as part of its core CAD/RMS product, Valcour’s CAD includes:

    Flexible Dispatching: self-dispatch, silent dispatch and shared dispatch are supported to accommodate different agencies’ operating environments.

    Calls For Service: Can be auto-generated or manually-entered calls for service can geo-locate addresses to find the appropriate responding agencies for Law, Fire, and EMS calls. Multiple incidents can be created from a single call for service. 

    Single Dashboard: Every active call for service and incident is displayed on a dashboard and is color-coded per Agency to facilitate multi-jurisdictional dispatching and shared incidents.

    Mapping: Integrated Google® mapping and Automatic officer/vehicle location allows dispatchers to locate incidents on a map and identify closest available units for dispatching.

    Attachments: Documents, videos, or voice recordings can be attached including pre-arrival instructions, run cards, and response plans to call types to provide dispatchers with appropriate information to facilitate call handling. Agencies can also attach building plans, alarm information, and lock-box information to addresses. 

    Mobile

     Valcour Core runs on any display with sufficient resolution and internet, which makes it a de facto mobile solution. However, our definition of a mobile solution is to provide the functionality that the field officers require to do their work in the field.

    Valcour Mobile for Field Officers™ is unlike most Cloud mobile products because it works both offline and online and will automatically switch from online to offline access depending upon the field officer’s cell coverage allowing work to continue. Valcour will automatically re-synchronize data upon signal acquisition.

    Integrated mapping allows field officers to locate incidents on a map and display route directions to the incident. 

    E-Ticket and E-Warnings for State, civil or parking violations can be printed and delivered in the field. Integration with scanners reduces the time spent on filling in data manually.

    Reporting

    Reporting requirements are increasing for Law Enforcement agencies. Valcour can help agencies keep up with their reports while reducing staff time spent on report preparation, creation and fulfillment.

    Report Builder provides Agency users to create, share and public custom reports. Standard reports are also provided. Valcour Reports support graphs and charts for Agency analytics. Output in both Excel and PDF formats are supported.    

    Scheduled Reports enables Agency users to create reports that can be automatically scheduled and emailed on a one-time or recurring basis. 

    Mandatory Reporting such as NIBRS, Clery and Campus Crime/Fire Logs is supported. All NIBRS data is collected directly from an incident and once all appropriate information is added, Valcour™ can generate a NIBRS Report.  To streamline the NIBRS reporting process, errors are flagged and automated direction is provided to the user to easily identify and remedy the error, prior to the case approval process.

    Valcour Online Incident Reporting Portal™ allows the public to submit reports or requests electronically to Agency’s Valcour RMS using Agency-created forms. Valcour RMS then routes submitted forms to theAgency’s specified staff for disposition. Agency responses can be auto-generated or manually written by staff. Valcour RMS tracks and can automatically report on public interaction statistics.

    Valcour Public Safety Portal™ automatically displays statistics from Valcour data selected by the Agency to meet their transparency and service level reporting requirements. Agencies can easily modify the data types and display presentation to meet their reporting needs.

    Records Management (RMS)

    Valcour’s RMS tracks all incidents from the initial call to the final resolution of the case, including accidents, arrests, bookings, citations, warrants, use of force tracking and other key data. Supporting a paperless design, reports, interviews, photographs, video, briefing summaries, etc. are integrated into the product.

    Valcour’s data-centric design focuses on two main goals: to reduce the time spent on paperwork and to improve data integrity. This data-centric design, backed up with our real-time data sharing, eliminates the need to enter the same information more than once.

    All data entered is immediately available to the appropriate personnel, including those in the field, within an Agency or group of Agencies (in the case of a multi-jurisdictional deployment). Data entered whether from the office or the field is uploaded in real-time and is available to all with appropriate role-based access permission.

    Incident View: Valcour’s RMS tracks all incidents from the initial call for service to the final resolution of the case. All of these data frames are presented in a single view that can be expanded and collapsed for simple navigation. Information can be added at any time by different contributors at any point in the incident life cycle.

    Data Sharing: Data entered by personnel from the office, the field, or a vehicle is uploaded in real-time and is available to all staff with appropriate, role-based access.

    Workflow: Review and approval workflow processes are supported via user and supervisor work queues.  Supervisor work queues can be easily reassigned as needed to accommodate staff scheduling.

    Campus/Fire: Campus crime and fire requirements are also tracked and reportable.

    Logging: Call logs, incident logs, audit logs, and external service logs provide agencies with the means to monitor all activity within their system.

    SoftToken Multi-Factor Authentication: Conforms with CJIS requirements for Multi-Factor Authentication (MFA).

    Integrations with State services:  Services such as Message Switch, Active 911 and Crash are included in the Core product.

    Real-Time Resource Sharing

     Valcour Cloud Public Safety™  provides agencies of all sizes the ability to cost-effectively build information and operational capacity without building complexity. Valcour™ can be deployed as a standalone solution or be expanded into a multiagency deployment, allowing partnering agencies to not only share information and data, but to also to share staff and resources. Valcour’s flexible design allows it to support a breadth of different operational charters operating within a single real-time, information sharing deployment. Each agency can set up Valcour to support their own workflow, policies and procedures. 

    The availability of CJIS-Compliant Cloud Hosting provides agencies the ability to maintain modern Cloud Public Safety systems at a fraction of the cost of traditional CAD/RMS systems. There are no server installations or system software downloads to individual devices required.
